How do I get the LTE dots to appear on the Watch face?

The cellular signal strength indicators on the Explorer watch face only become active when your Apple Watch Series 3 (GPS + Cellular) has connected to the cellular network:

 

 

This only occurs when neither a Bluetooth connection to the paired iPhone nor a compatible Wi-Fi network are available to your Apple Watch and when it has successfully connected to the cellular network instead (which is subject to signal reception).

 

In order to use the built-in cellular features on Apple Watch Series 3 (GPS + Cellular), you need a carrier plan for your iPhone that specifically includes support for Apple Watch, including the carrier activating the device on the plan:
