Application closing issues

When I close out of an application (using the red X and fully quitting) the previously opened window comes up when I open the application again. This happens with the microsoft suite, safari and chrome.

For example: I have Facebook open on safari to a group I am a member of. I close safari with the red X and then fully quit the application. I come back a few hours or minutes later to open safari and when I click to open safari this page loads again. I can shut off my computer and it still happens.
