Setting up iCloud "stuck" unlocking content fro...

I've recently installed High Sierra onto a Mac Pro. I've come to setup iCloud and it's asking me for the unlock password of my MacBook Pro (presumably to unlock some of the content from that).

However, the iCloud Preference pane is now hung, and has been for 3 days straight now. Photos and Notes are also perpetually "Updating" with no change to their contents. iCloud Drive, whilst switched on, doesn't reflect any changes either.
