iphone sync to OSX contacts

I am running iOS 10.3.3

OSX 10.12.6

iTunes 12.7.0.166

from the OSX itunes settings I can see that Info->Sync Contacts option is checked.

When I sync the iphone I am still unable to view all my contacts in the OSX contacts application.  I would expect the iphone contacts to merge in the OSX contacts application.  How can I make sure this happens?
