Control center settings no longer gives me the ...

After the iOS 11 update, the control center settings of my iPad mini 2 no longer gives me the option to turn ON control center access within apps. It only gives me the option to customize it. I can access the contro center only from the home screen & locked screen. I’ve tried everything possible to see if it’ll help get back the option so I can turn it ON, but in vain. I have the option to turn it ON on my iPhone 6s but not on my iPad. How do I fix this?

I also do not have access to that setting on my iPad Mini 4, however, I can still access Control Center in apps. I can also see the switch on my iPhone 7.

However, with the iPad, opening Control Center also controls Multi-tasking. So, I wonder if you go to Settings>General>Multitasking & Dock, do you have all of those switches on?

Hi. If you swipe up from the bottom in an app, you get the dock. If you long swipe up, you get the dock, the app switcher, and Control Center, all together. Not very handy, but that's how it works. I know of no way to see the Control Center on an iPad without the app switcher.
