Series 3 Apple Watch W/ Cellular

If I purchase a Apple Watch with Cellular, do I have to get a data plan with my carrier to use the watch at all times? Can I use it as GPS only like the non Cellular watch when not on my plan and when I feel like having Cellular add it to my plan? I was told by someone at Bestbuy that if you don’t add it to your phone plan you can’t use the watch at all.
