how to install photos app

I have a Mac Pro with El Capitan that doesn't seem to have the Photos app. I have it on my iPhone but can't seem to find or install it on my Mac. I wouldn't really need it but that my photos won't sync with icloud and I'm trying to get it to do so. So if anybody knows where I could download it or force my icloud to resync my photos (I'm terribly low on space) I'm all ears!

You could go to the App Store to search for it.

If you want to back up your photos to iCloud, there is an option to upload them via iCloud Drive and you can simply to to iCloud.com for that and upload your photos from there.

Or you can upload your photos from iTunes as well onto your computer.
