Why do some folders not have Folder expand arrow?

Lately I've hit a real puzzler, some folders do not have expansion arrows on their contained folders:

It's almost as if I am using Windows.

I've hunted through Finder's Menus and Preferences and can find nothing to turn them back on.

What am I missing?

There must be a hidden keyboard command that flipped it, unless it is capable of spontaneously changing itself!

Been using Macs for 33 years and I have never encountered so many land mines lain by Apple since the last 3-4 years.
