Move original photos from iCloud to iPhone

I have an iPhone 6, with the latest version of iOS (11.0.3 I believe) - just updated last night. Anyway, this issue has been happening for years and I've finally hit my breaking point with it.

 

My phone is 64GB. I have roughly 1,300 photos. I want every original photo thats in the iCloud to be put back on my phone - iCloud is too convoluted and annoying, and I can't deal with the crappy quality of photos in my camera roll, as well as the errors I constantly get with "unable to load photo" (I assume because of an iCloud issue). Some photos are in the Cloud, and some aren't. It makes absolutely no sense what pictures the Cloud decides to move.

 

Is there a straightforward way to get all the originals back onto my iPhone and out of the Cloud? I'm tired of photos disappearing! I took the pictures with my phone, therefore I want them to STAY on my phone.
