Iphone iCloud photo sync problem after restore

Dear Community,

I am facing a big problem on my iPhone 7 plus (ios 11) photo library.

Due to careless, I accidentally dropped my iPhone on the floor and the monitor is broken on my old iPhone.

At that night I back up my photo on icloud for the first time which is successful finish the backup progress, however, when I restore my photo on my iPhone 7 plus (Thanks Apple Care +), I found out that some of the photos are not able to read and in a blur mode. So I checked some answer on community and decided to log out and log in icloud on my iPhone again. The problem is now a lot of photos are lost on my phone which I still can see them on my mac and website icloud, please help!
