WiFi connection with Apple Watch 3 LTE

I cannot get my Apple Watch 3 LTE to connect to Wi-Fi when Bluetooth is shut off. (I shut Bluetooth off to test whether the watch would connect to wi-fi like my original Apple Watch did). The watch transfers to cellular even though there is Wi-Fi available that has been used previously. Has anyone else had this problem? I understood that cellular was the last resort only if bluetooth and wi-fi were both unavailable.
