Where would it be transferred from if there is no PC?

You have if you were subscribed to iTunes Match or Apple Music before your computer died, have uploaded your entire library to iCloud, and accessed it from the iCloud Music Library on your iPod assuming its a recent enough iPod Touch that can support either service.
