Cannot Install Self

Hi guys - I'm using an iPad 9.7" with iOS 11.02 installed.  I am attempting to install a self-signed certificate in .cer format.

However, when I click on the file it says 'cer file type is not supported. Do you want to open in text viewer or other apps'.  I get the same message if the certificate is in .crt format also.  The certificate works fine with Android and Windows 10 devices.

Any ideas?
