Find my phone error ?

Hi my iPhones 5c was being used by my daughter and it was stolen out of our car at Walmart i used to switch my SIM card into it as a back up, well at that day I didn't have my SIM card in it, I didn't even think it was signed into iCloud or even find my phone , but apple said it had to been since it was listed as offline, I selected erase mode and at 452 am two days later the phone was erased, I noticed it said it was started at 9pm but that was when i first hit erase and  was offline and Apple said I would only get a email  if the phone ever was erased, and this is the email I got, basically saying phone was erased at 452 am , we were happy but skeptical because no sim and phone was locked , plus the physical condition was poor it had no camera in it, Apple said the theif prob restored the phone and tried to activate it then it hit wifi and the erase command was sent,,, that just seems to good to be true that a theif would erase it and try to activate it not knowing what service it even was? I was wondering if it could be a false erase message or maybe even a error message since I never thought this phone was in proper condition to warrant all this effort from the theif ?? Any advice or opinions thanks for reading this 

I didn't even think I was even logged into find my phone or iCloud so I was really shocked when the device was still listed on when I logged into to find my phone, maybe it was a error and it forgot to to remove my phone off the list and the erase message did just that and not the phone
