Unusable iCloud Email

So the email I used for my iCloud was an AOL account made when I was a child. Because of changes to their child protection policy, my account was locked despite being over 13 at the time and I wasn't able to try and get it back until now but by then, they could no longer change my account status. Because of this, my iCloud is completely unusable and I can't change the email to my current one since I need access to the email used.

Am I able to contact Apple to have them delete my current iCloud account and use my new email instead? My iTunes account was changed no problem but I can't figure out how to change my iCloud. I can't do certain things because of this.
