AppleWatch Series 2 somehow still connected?

I'm at work right now with my Apple Watch series 2. My iPhone 6 which it's paired to is at home 30 miles away with it's wifi turned off. Somehow my watch is connected here at work and is even able to make a phone call. I'm perplexed. What could the watch be connecting to?

Have you ever connected to the wi-fi network there at work? Do you have wi-fi calling activated with your carrier? That could explain it. The Apple Watch will connect to a known wi-fi network it has connected to in the past, even when the phone is not in range.
