how do I restart iMac 2009?

Dear sir,

iMac 2009 can't restart, after deleting pictures. I did it because, I want make more space for installing other programs.

How do I restart it. After passing the power button and shift, it re aggressing for a while it stop again. and after passing the power button and alt it does not show the recover disk.
