Default language in Chinese

I have set Chinese as my default language in the notebook  because I need to download some Chinese bank software. Yet  I wish to obtain help instructions in Window 10 in English because I am more confident with written English.

How could I make this happen?

I just cannot understand the Help instructions in Window 10 which is completely written in Chinese.
