Just installed latest iTunes and I get System E...

Hi All. Just installed latest iTunes and I get System Error saying "The program can't start because api-ms-win-crt-runtime-I1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem."  I deleted the program, deleted the download, downloaded a fresh copy, reinstalled it and still get the same error message. Help!
