Credit card payment authorised, but unable to c...

i have sucessfully completed online payment by credit card. After that my iphone keep loading "completing purchase for almost 2 hours. what does that mean? when i left my home wifi network and shift to 4G network, its back to normal, but can't see any update to my icloud storage.
