iOS 10, photos, optimize storage, still too muc...
I have iOS 10.2.1 on my iPad and I have only a 16gb device. I have thousands of photos in my iCloud library. I am never far away from super fast wifi. I have Optimize Storage turned on. However, this still uses up more than half my iPad's internal storage.
Is there anyway to force iOS to shrink this further and still allow access to my Photos via wifi, without resorting to only using the iCloud web front end.

The optimize storage feature is done automatically. If you are still finding that you are running out of space, the only way to regain it is to dump some of the content on your iPad to free up more space.
If you turn on Optimize Storage, iCloud Photo Library automatically manages the size of your library on your device.
You should be backing up the photos to a computer as well and from there backup them up to another hard drive.
When you turn on iCloud Photo Library, your photos and videos automatically upload to iCloud. They're not duplicated in your iCloud backup. But we always recommend that you keep back up copies of your library. You can download your photos and videos from iCloud.com to your computer and store them as a separate library, transfer them to another computer with Image Capture or Photos, or store them on a separate drive.

Thanks, everything is backed up on my Mac. However, really would like to find a way for my Photos Library take up less space on my iPad.
I understand what you are saying, but there is no way to further reduce the size of the photos using iCloud Photo Library. It works the way that it works and you can't adjust it any further.
There isn't much else you can do.
If you have any installed third party apps that you haven't used in quite awhile or very seldom use, you can try deleting those off of your iPad.
You should know that 16 GB iDevice models have only about 12.5 GBs of data storage, but becuase iOS needs to some free data storage space headroom to operate, the effective data storage space for a 16 GB iPad model is only between 9-10 GBs.
This is why Apple FINALLY, last year discontinued the 16 GBs storage models from many iDevice lineups as a silent admission that these 16 GB devices hold very little data if you save images and videos and other large data size stuff on such a small storage device.
Your only option is to deregister and erase and reset your current iPad to a factory setting state. sell the iPad and use the proceeds to purchase a larger storage iPad.
A 32 GBs storage model has about 2-1/2 times more effective data storage or 24-25 GBs of effective data storage compared to a 16 GBs storage iDevice.
A 64 GBs storage model has over 6 times the amount of effective data storage or 54-55 Gbs of effective free storage space compared to a 16 GBs iDevice.

One way I can think of is to export all photos, resize them to 50% of their current size and sync them back in. It's a lot of work.

I'm going to submit a bug/feature request. There really should be a way to limit the size of the photo library on a mobile device with paltry memory, especially when you have access to near constant internet.

This is not a bug.
And some users do not want to store their personal data, photos/images on some outside, offsite remote ”cloud" storage server and have to pay a monthly fee for such continuous storage.
Not everyone wants to trust their precious personal data to offsite, "cloud" server storage, either!
Not everyone has constant easy access to Wifi signals to retrieve data, also.
If you choose to store large amounts of data/photos/images to iCloud, or any other offsite "cloud" server storage service, you need to have an iDevice that can handle bringing back that data/photos/images locally to your iDevice.
Although I am not completely sure about this, iCloud Photo library lets you redownload images, individually, back to your device where you can store them on some other local storage device/s
You could look into one of these to complement your iPad storage issues.
There are a few special storage devices for mobile devices. There are portable, bulit-in WiFi hotspot hard drives for mobile devices made by Western Digital and Seagate.

While you raise some great points, for the iCloud Photo Library, which I am talking about, I feel this is a bug/feature request.

I'm struggling with the same. One thing I do every once in a while is deleting the 'cache' of Photo on the device. It is in the cloud, but when you view a photo it will make a download and keep it in your iPhone/iPad.
- Open the Photo app and let it sync. Make sure all is backed up
- Disable photo library in the iCloud settings (yes, delete all from your device)
- In the Photo app make sure all is gone, also in the recently deleted album
- Enable photo library in the iCloud again on your device.
Now you should only have thumbs again, could save you a pretty deal of space. And I agree with you, this feels more like a bug as regular users will just not understand why the device is full.
If you found another way I'm more than interested to hear about it.
That's a really good tip. I've actually done that before. It works very well, though... it's SLOW.
My frustration is how the feature is managed automatically but when I try to install an app it won't optimize the space to make room for the app. I have 1.5GB of "Documents & Data" in my Photo Library that I can't offload to make room for an update. So, not a super smart feature.
