Custom Ringtones/Tones

How do I add and how do I delete custom Ringtones/Tones to/from my iphone

Assuming you are using iTunes 12.7 on your computer, you need to enable manual management. See Manually manage content on your iPhone, iPad, or iPod touch using iTunes - Apple Support.

I'm using windows? Not a mac

That has no bearing on the instructions I provided.
