Safari bookmarks sync on macOS, but not iOS

This suddenly started after I started rearranging and adding to bookmarks on my Macs...

As per the title, my Macs are syncing the bookmarks correctly, but my mobile devices are stuck syncing an old set between themselves.

I've signed out of iCloud syncing on each mobile device, rebooted, and turned on syncing again, they each do the 'merge' and still show the wrong bookmarks.

How can I force the iOS devices to use the macOS bookmarks?

All software is up to date.

Solution - export bookmarks, delete from all devices, import.  Done.
