Unable to Unlock Mac with Apple Watch

I have two 27" iMacs, one is a Late 2013 model that unlocks with my Apple Watch 3 running Watch OS 4. However, my newer iMac (Late 2014) will refuse to unlock with the Watch. Both Macs are running Mac OS High Sierra. I can check the box (on the Late 2014) to enable unlocking with Apple Watch in the Security and Privacy settings after a restart and it may work for about 5-10 minutes but then it will automatically uncheck itself. If I try to go back in and check the box to re-activate it, it just shows the spinning gear with the words "Turning on...".

Sometimes it just unchecks itself again and sometimes it just shows the spinning gear forever until I cancel it.

I have reset my Watch, wiped the iPhone and installed a clean backup (in case it had something to do with the iPhone). I have also run an SMC and PRAM reset on the iMac to no avail. Wifi and Bluetooth are both turned on. FileVault is turned off as is Firewall. At this point I am at my wits end. I don't think it is a hardware issue as I can connect to Bluetooth devices without issue. Any ideas?

I was having this issue too - it worked fine at work but never at home.  What I learned was my work computer had two factor authentication turned on (which I believe is a requirement for this) but because my home computer did not get successfully set up.  I disabled two factor on my devices (that was a pain) and re-enabled it and it took that time.
