Persistent ”Carrier Update” requests

My iPad Pro 10.5”, iOS 11.0.2 asks me several times a day for “Carrier Update”, apparently at random but without fail every time its connected to iTunes on my Mac.

 

I click ”OK” every time and the message goes away, only to appear again sometime later in the day.

 

Although the iPad is  “wifi & cellular” it does not have a local SIM card installed.  I am currently in an area where there is no service provider that works with the Apple SIM and Mobile Data is switched off.
