One of an Apps never worked

I purchased one of an app that cost me $10.99 in May 2017 and it stopped working since August 2017.  Since then I could not find where to report a problem (I did report it but nothing happened).  I am very angry that I learned now its free and wasted my money on this app for $10.99.  This app does NOTHING since Aug.  How can I get my money back?  $10.99 is a lot of money to waste. I am very disappointed that this app never worked after I paid.  I think it is a possible scam because after I paid and then now its free.  I need help and I still have this information.
