Ask to Buy

Why can't the "Ask to Buy" service be used for my children who are on my Family Sharing Plan but are older than 18 years old?  It seems that this wonderfully convenient service can only be used for those on the Family Sharing Plan who are younger than 18.  This does not make sense to me.  Is there some other way for me, as the Plan Organizer to approve purchases before they appear on my card?
