The operating system for my ipod Nano 7th gener...

My ipod nano wouldn't turn on after I attempted to use it connected to a car usb port.  I managed to put it in disk mode and connect it to the computer and restore it in ITunes, but now it only blinks a blue screen with a white apple logo when connected to a power source and doesn't turn on at all besides that.  I opened the file folder when connected to the computer and it is completely empty.  Is it possible that the operating system was deleted?  And what do I do to correct it?  I have tried different Windows based computers and a MAC and nothing changes.
