How to lock down ICloud accounts but not mail a...

i work for a company that has their sales team use ipads as info devices for customers (basic here is what we can do and how we can do it stuff) and as a way for them to get emails in the field. These devices are supervised and managed by a MDM but the MDM is really only use for a way for use to send them the newest sales documents. i have been trying to setup the restrictions on the ipads through the ipad settings the problem i running into is with the Account restrictions. Is there a way i can deny access to the icloud account but still have full access to the mail account(add/removing accounts) through the restrictions. The basic " Dont Allow Changes" locks both ICloud and Mail accounts
