Macbook crashed, now user profile is reset

About an hour ago my MacBook Pro crashed and when it restarted my user profile was reset (dock was only filled with standard apps, Apple Mail didn't have any accounts set up, iCloud Drive was not connected, etc).

Also all the desktop backgrounds are gone, I just have a basic blue background colour, but when I try to select one of the Apple standard backgrounds under Preferences -> Desktop & Screen Saver, there is nothing to select.

Unfortunately I am in Germany right now, hundreds of miles from my Time Capsule and no recent backup available.

Any ideas how to solve this and get my settings back without a backup? All my files and apps are still there, so I assume everything else should be there too.
