OSX High Sierra Photo Library updating error

I upgraded my Mac Air to OSX High Sierra but my Photo Library can't open.  When i click on the Photos icon it starts Updating Library and runs from 40%-100% but then stays at 100%.  I can't Quit Photos because it's "creating or opening a library"
