Keep High Efficiency Original if Available Chec...

I have the iCloud Client installed on my Windows 10 PC. When i set up the Photos Options there is a new option that says:

"Keep High Efficiency Original if Available" i Understand this has to do with the new HEIC & HEIV Image Formats.

Two questions:

-If I leave it checked will I download both the HEIC/HEIV & JPEG/MOV potentially taking twice as much space?

-If I want to use only a Windows Compatible File Type will my images be converted if I leave it unchecked.
