Question about photo storage and settings

Hello everyone,

I'm new Iphone and iCloud user and as topic says, I have questions about photo storage and settings.

First question would be about iCloud photos.

After I came back from vacation, my photos and videos have taken almost all my phone space. BUT, there's one thing that I don't understand... In my Iphone SE storage settings "phtos & camera" take 23,5 GB, but when I go to iCloud storage settings "iCloud photo library" takes only 7,3 GB. Why?

Second question would be about sync I guess...

Let's say I took few bursts sessions while I was driving, then my phone uploaded everything to iCloud (I think so). When I came back home, I select to save just few photos from those bursts on my phone. Question. Does those bursts will stay in iCloud or will iCloud somehow sync with with my phone and delete what I deleted in my phone? (Sorry for my not perfect english language and if you don't understand what I asked, please say that and I will try to explain it again)

Third question would be connected with second one.

IF, my phone photo library sync with my iCloud photo library and deletes what I delete on phone, then what I need to do to save photos in iCloud that I could delete photos on my phone to free up space without deleting them on iCloud?

I have few more questions, but they depends on first three answers. Hoping that someone can help for me, newbie.
