Apple SIM and Unlocked 4G LTE, the same?

I have noticed on eBay,iPad Pros advertised as sealed, unlocked, wifi-cellular 4G LTE models. Are this Apple SIM models?

Yes but you can buy just a wifi model & use a mifi router with a simcard

About the size of a pack of cards they can run up to 10 devices at once.
