I do have my Ipad blocked and I need to open it

Dear Sir/Madam,

I did bought my Ipad mini from apple store, and I gave it as a gift to my sister and unlucky, my sister did took it to a shop in lebanon,  to update the software since network is too slow , and they used the store apple ID, and he used find my Iphone , and after a period of time the store did block it , for no reason , maybe to bring us back to him to open it for us, off course to get more money, at the main time I got the Ipad back with me , and i do have the receipt under my name and I can provide my ID, and at the apple store they told me that the IPAD was reported as stolen and they told me to contact apple care, please advice me what shall I do next.
