Multiple Outgoing Mail Versions in the Trash

While composing an outgoing email, the Mail program saves a new file to the trash every time I make change.

If I make 10 changes, there are more 10 files in the Trash. Sometimes I have to make several change and don't want a gigantic list of files in the Trash.

Actually this problem started with El Capitan and continues in Sierra. Is there a way to stop this? Do I need to change some setting(s)?

Did you ever figure this out or get a reply from anyone?  I've been having the same problem since upgrading to Sierra.
