iCloud sharing issue

I have two iMac desktops in the house, an iPhone and iPad.  Both iMacs are running the OS X 10.12.6 and devices software are up to date. One of my iMac's (OS X sierra) receives all photos and videos from the other iMac, iPhone and iPad via iCloud, but photos and videos downloaded on the iMac are not shared with the other iMac,ipad or iPhone?

What exactly do you mean by 'photos and videos downloaded on the iMac'?

Please start by telling us your “iCloud Photo Library” and “My Photo Stream” settings on all of your devices. (Settings > Photos & Camera on your iOS device and Photos > Preferences > iCloud on your Mac)

Please also advise if there is any ongoing sync activity on any of your devices (Activity includes uploading, updating, downloading or preparing).

Try going to System Preferences/iCloud and stop syncing by unchecking the box. Wait a couple of minutes, then recheck syncing.

Bad idea and generally should be only a LAST RESORT as it will trigger a new total upload to iCloud Photo Library which will take a long time - with a large library it will be days or even weeks before things work again

In the future it is better to post Photo issues in the Photos for Mac forum where people you know how Photos works hang out

Please answer the questions so we can help and not cause yu more problems than you already have

And please include the ICPL status on each device -  Check the status of your library in Photos for macOS - Apple Support   -  most likely one or more devices have not completely uploaded (which can be the result of following bad advice and turning iCloud off and on wot no reason)
