Song Sorting in Synced Playlists

Does anyone know what determines the song order in playlists synced through the iCloud Music Library (on iPhones, ATV, etc.).   Ideally, I think the playlist sorting should match the order used in iTunes, but this obviously is not always the case — although it often is. Is there anyway to control this, or is it simply random? I have read, and attempted several “solutions” offered in the Apple Support Discussions, but nothing has worked for me.

I have tried:

-  Duplicating the playlist in iTunes after sorting in the desired order, then deleting the original.

-  Right-clicking the playlist with the Play Order then choosing 'Copy to Play Order'.

-  Right-clicking the playlist, then using 'Limit to _ items selected by _'; Adding a large number to the first blank, then select the sort method in the last blank space.

These all sounded like good suggestions, but none of them worked for me. Anybody find a real solution, or at least understand how the iCloud Music Library makes the determination… even if it can’t be controlled?
