How does one order/redeem paid ipad apps for us...

With Apple Configurator 1.7.2, I ordered/paid for paid iPad apps in the Volume Purchasing Program (I work for a school), then redeemed the apps in iTunes, prior to importing them into Apple Configurator.  Is that still how the process works?  Thanks in advance.
