How do I change the designation of someone to a child On family sharing

Child accounts are accounts for under-13s, and can only exist as part of a Family Share. Assuming that the date of birth on their account means that they are over-13 you could try logging into their account and changing it (if you do change it to be under-13 you won't be able to change it again) : Update the birth date associated with your Apple ID - Apple Support
