2016 MBP slow to shut down

My 2016 MBP gets the spinning wheel for ten minutes or more when shutting down. When I force quit by using the power button, then restart, the boot up asks me if I want to reopen the programs that were in use when it was forced to shut down. Here's where it gets interesting. Nothing opens. I always cmd Q every program before shutting down.

If I start the computer and immediately shut it down using proper procedures, it shuts down immediately.

The problem only started after I loaded a lot of video and the harddrive was 75% FULL. It is now less than have full and I have run fix disk in Disk utility.
