Restrictions on App Purchase Not Working on iPAD 5

Even though I have turned restrictions on app purchases to immediate for both initial installs and in-app purchases it is allowing us to download anything without asking for a password or Touch ID.  It's working on my old iPad bought in 2013.  Seems to be a bug in the latest iOS for this brand new iPad bought 2 months ago.  Anybody else have the same issue?
