emails On My Mac

I have saved some emails "On My Mac" - see red circled section below.

When you create a new mailbox, you are given the option to either save them "On My Mac" or "iCloud"

or iCloud

I want to change the settings from the Mailboxes "On My Mac" back to the location "iCloud" but have become increasingly frustrated trying to find out how to do so.  Am I missing somethings simple?

 

I'm running OS X - El Captain 10.11.6 - is this possible, can I change the "location" of these emails from On My Mac to iCloud so that I can access them from my iPhone when I'm out in the field?
