I am moving pictures to the I-Cloud Drive, then I want to delete them from just the (I-Cloud) is this possible?

I'm not sure I understand your question. iCloud Drive is a part of iCloud -- so you cannot delete something in iCloud Drive from iCloud without it being deleted from iCloud Drive.

Also, the usual or more common way to store pictures on iCloud is in iCloud Photo Library rather than iCloud Drive. See: iCloud Photo Library - Apple Support

Okay this is our issue.  We are a business that takes pictures on a job site then put them in folder.

1. We pay for 1tb on the I-cloud drive, so I want to move the old jobs to the I-cloud drive so I can free up the room on the I cloud.

2. You are only allowed to have a 100 Shared file folders on the I-cloud.

We we are only using IPads and the I-cloud for windows app.

Not sure exactly where you are wanting to move the old jobs from, but there is no way that moving things to iCloud Drive will reduce the amount of iCloud storage that you are using. iCloud Drive is part of iCloud.

You cannot buy storage that is specific to iCloud Drive. The iCloud storage upgrade covers all of iCloud. See the following from iCloud storage upgrades and downgrades - Apple Support

You can use that storage for backups, iCloud Photo Library, iCloud Drive, Mail, and more. Your purchased music, movies, apps, books, TV shows, and shared albums don’t count against your free storage. If you need more iCloud storage, you have two options:
