Connecting iPad to iTunes

I have 2 ipads with IOS9.3.5 and iTunes 11.4, which is the newest that I can get without updating the Mac OS

One of them works fine and the other says it needs a newer iTunes. Why?

Do you have iTunes content (music, videos) on one and not the other? The iTunes program is very protective of iTunes content.

I believe you need iTunes 12.5 for iOS 9.3.5.
