I can’t download any program in AppStore because they want 35,99 dollars for program I don’t need and never used ... I from Ukraine and I have no money... what I need to do???

See View, change, or cancel your subscriptions - Apple Support. I think you'll need to contact Apple Support to request that the unwanted and unused subscription is removed from your account.
