Why can’t I update or install apps withou...

Every time I go to install or update an app, I have to do a Touch ID, which I don’t mind..../

What I mind is the fact that if my debit card balance isn’t enough, iPad just won’t let me do it even if it’s completely free. Is there some way I can change that about this?
