Chinese character not showing on file/folder name

I have a perpetual issue with file and folder name showing weird characters (e.g. œ˚∑¿) instead of the intended Simplified Chinese characters. These files were created and sent to me via the internet from a PC using Chinese windows os. Is there any way I can resolve it?

 

I have already included Chinese as a preferred language in my MacBook Pro 2017 (OS 10.12.6)
