Safari has been acting strangely for the last few weeks.  Today's problem is this dialog box:

It appears every time I open Safari.  

I have no idea what this dialog box means.  Does anyone know?

(I have removed the title of my authentication from this screen shot.)

Quit Safari if it is open, and launch Safari while pressing and holding a Shift key. Safari will open with your chosen "new windows open with" Safari Preference. When it does, release the Shift key.
