Genius options grayed out

When I click on FILE > Library > both Update Genius and Turn off Genius are both grayed out.  But Genius is not running and i get the error there is not enough songs in my Genius library to choose from.

How do i fix it so I can use Genius again in my iTunes for Mac? 

I'm running iTunes 12.6.2.20 on MacOS Sierra 10.12.6.
